Advocacy and Communication Advisor (delegate position)


 

About the position

The overall objectives for Norwegian Red Cross in Ukraine is to assist and help more than 200 000 people affected by the war. A genuine locally led partnership between the Norwegian Red Cross and the Ukrainian Red Cross (URCS), linking relief with long-term assistance, while ensuring responsible risk management, will contribute to build strong resilience of local communities. The priorities moving forward includes expanding existing operations in the most conflict affected areas and continue to invest in strategic capacity building.

Norwegian Red Cross is now looking for a Advocacy and Communication advisor who will be responsible for Norwegian Red Cross involvement and support to Ukrainian Red Cross Society in the field of advocacy and communication.

Duties and responsibilities

Strategic responsibilities

  • Support URCSs work with advocacy and communication at regional level, to strengthen capacity at branch level and dialogue with local stakeholders.
  • Support URCS in improving the community engagement and communication with people in need, providing beneficiaries with better information and knowledge about Red Cross services and role in community.
  • Support other Norwegian Red Cross staff in their dialogue with local branches when it comes to advocacy and communication.
  • Collaborate with Norwegian Red Cross at regional and level and national level to contribute to raise awareness about international humanitarian law (IHL) especially the protection of civilians in the time of war.


Some operational responsibilities

  • Lead, plan and execute Norwegian Red Cross involvement and support to URCS in the field of advocacy and communication in Ukraine.
  • Carrie out regular field visits to oblasts Norwegian Red Cross support, to support advocacy and communication work related to our programs, especially within the health sector.
  • Work closely with the URCS Humanitarian Diplomacy and Advocacy team to ensure relevance of assistance provided.
  • Together with senior communication officer at country office, lead the development of a Norwegian Red Cross communication plan, in alignment with URCS communication strategy as well as National Office (HQ) priorities.


Collaboration

  • Works closely with the relevant thematic and technical colleagues at the National Office
  • Support collaboration with other Humanitarian Diplomacy, Advocacy and Communication technical personnel within the URCS, IFRC, ICRC and other Partners National Societies to enhance overall humanitarian impact in the country.
  • Collaborates with other technical advisors from movement in the region as relevant.

Qualifications

Formal competence

  • University Degree
  • Working experience relevant for focus


Skills and knowledge

  • Experience from advocacy and/or communication work in humanitarian sector.
  • Experience from work within Red Cross and Red Crescent movement is an advantage.
  • Proven ability to manage teams and programmes in challenging contexts.
  • Excellent communication and writing skills.
  • Fluency in English is required, regional language would be an advantage.
  • International driving licence (manual gear) is required.
